is required when a resident or contractor is proposing driveway construction that will alter a driveway, curb and gutter or the roadway within the right-of-way.
Driveway Permit Guidelines:
Driveway widths shall not exceed 30-feet for within the City right-of-way per
City Ordinance Section 35-703
The minimum driveway width is 12-feet within the City right-of-way.
Outside the City right-of-way, any width is allowed as long as it does not result in more than 50 percent of your front yard being paved (for R1 and R2 zoned properties).
It is recommended the driveway remains 5-feet from property lines unless the existing driveway has a smaller setback.
Driveways must remain a minimum of 40-feet from any intersecting street.
The City may require a monetary deposit of bond based on special conditions. Engineering staff will contact you if a deposit is necessary.

Utility Service/Street Cut Permit
utility service/street cut permit
is required when a resident or contractor is performing work on a private utility service located within the City right-of-way.
Public right-of-ways have long been used to hold public utilities. Sewer, water and storm sewer pipes are located in the right-of-way along with private utilities such as gas, electric and telecommunication lines. Any individual or group must have a permit to use the right-of-way. Important right-of-way permit documents include:

The City requires a
courtesy bench permit
for the placement of any bench or seat on public right-of-way in Brooklyn Center. The Engineering Division administers this permit. City Ordinance Section 23-901
boulevard tree permit
is required for any tree planted within the City right-of-way. The City Council adopted an ordinance to establish policies for the care of boulevard trees. The ordinance contains very specific information regarding where boulevard trees may be planted. The purpose of the permit is to ensure that all requirements are met, most especially those relating to sight distance, both at corners and near driveways, sidewalks, alleys, etc. For more information on planting boulevard trees, see
