The Community Development Department seeks qualified attorneys that can serve as contract Administrative Hearing Officers for the appeal hearings of administrative citations issued for city code violation(s). In order to promote objectivity and independence, the City seeks to create a pool of hearing officers and will rotate among individual hearing officers in this pool. Administrative Hearing Officer
The City of Brooklyn Center (“City”), Minnesota is a Charter City under the laws of the State of Minnesota and is run by a council-manager form of government. The Community Development Department seeks qualified attorneys that can serve as contract administrative hearing officers for the appeal hearings of Administrative Citations issued for city code violations. To promote objectivity and independence, the City seeks to create a pool of hearing officers and will rotate among individual hearing officers in this pool. Successful applicants selected by the City will be notified of their selection and with an orientation date.
B. Purpose of RFQ
The City is requesting proposals from qualified individuals who can serve as contract administrative hearing officers and provide decision in hearings of appeals to administrative citations.
C. Scope of Services
Hearing officers shall preside over hearings related to administrative citations issued for violations of city codes. Hearings are scheduled when appeals are made to the administrative citation(s) by the appellant(s). The administrative hearing administrator or designee will schedule the hearing with an administrative hearing officer.

Previous experience as an administrative hearing officer is not required but will be taken into consideration during the selection process.
The following qualifications are required:
Per Resolution No. 2010-79 each hearing officer will be paid $150.00 up to two (2) consecutive hearings. Any additional consecutive hearings would be $$75.00 each.

This RFP does not commit the City to award a contract to or pay any costs incurred for any services. The City, at is sole discretion, reserves the right to accept or reject any or all proposals received as a result of this RFQ or to cancel this RFP in part or in its entirety.
G. Questions and Inquiries
All specific questions or concerns regarding the RFQ should be submitted via email to the Administrative Penalty Administrator.
All questions must be submitted 24 hours prior to the submission date to allow for an adequate response. Questions not submitted prior to the deadline may not be answered. All questions will be responded by email.
H. Late Proposals
Late Proposals will not be opened or given any consideration. All proposals will be date stamped upon receipt. All proposals will be kept in a secure location.
Individuals selected to be Administrative Hearing Officers will be required to enter into a contract for services with the City. The Agreement will contain provisions requiring the selected Administrative Hearing Officer to indemnify the City and stating that the Administrative Hearing Officer is an independent contractor. Provisions will also be included in the contract which allows the administrative hearing administrator or designee to terminate the agreement at his/her sole and entire discretion upon providing notice.
