Project Description
 
Brooklyn Center, in coordination with Hennepin County, is preparing for reconstruction and streetscape improvements on a one mile segment of Brooklyn Boulevard (County Road 152) between Bass Lake Road (County Road 10) and Interstate I-94/694.  The Brooklyn Boulevard Corridor Project Phase 2 Improvements are identified in the City's Capital Improvement Program for 2021. 

The proposed street reconstruction and streetscape improvements will improve roadway safety, enhance traffic operations, reduce access points and provide improved bicycle and pedestrian facilities.  The project will enhance bicycle and pedestrian travel by adding a trail, improving sidewalks, transit stops, adding streetscaping and landscaping and improving the functionality of intersections with modified turn lanes and access control throughout the corridor.  

The City completed the Brooklyn Boulevard Corridor Study in 2013 to guide reconstruction and redevelopment of this corridor.  This project consists of Project Nos. 8 & 9 from the Corridor Study.  

Federal funding through Surface Transportation Program has been awarded to the City and Hennepin County for this project, and the remaining project costs are to be funded from local funding as part of the required cost share.

Project History
  • July 2013: The City completed the Brooklyn Boulevard Corridor Study to guide the reconstruction and redevelopment of this corridor.  
  • July 2016: The City applied for federal funding through the Surface Transportation Program to fund a portion of this project.
  • January 2017: Federal funding through the Surface Transportation Program was awarded to the City and Hennepin County for this project in the amount of $6,616,000 and the remaining project costs are to be funded from local funding as part of the required cost share.  
  • March 25, 2019: City Council approved a resolution establishing this project and directed staff to proceed with the preliminary design, environmental documentation, easement acquisition, and final design work for the Brooklyn Boulevard Corridor Project Phase 2 (Bass Lake Road to Interstate 94).  
  • July 2019: City staff in cooperation with Hennepin County solicited proposals for preliminary design work on the Brooklyn Boulevard Corridor Project Phase 2. 
  • August 26, 2019: City Council approved a resolution authorizing execution of a Professional Services Agreement with SRF Consulting Group, Inc. for the design work on the Brooklyn Boulevard Corridor Project Phase 2.  
  • September 2019 - April 2020: Preliminary design work began for the project. 
  • April 14, 2020 - April 28, 2020: The City of Brooklyn Center and Hennepin County hosted an Online Open House for the project with residents, businesses, and community members to learn more about the projects design and next steps.

  • April 2020 - March 2021: Continue Preliminary Design Work, Resident Engagement, and Final Design Work 
  • April 2021: Anticipated Bid Opening 
  • Spring 2021: Start Construction 
  • Fall 2022: End Construction
